Why does it have a notch cut out when there is no notch?

I believe the the notch is cut out for the on screen camera. I’m not sure why the manufacturer has decided not to cover the camera. Maybe covering the camera would distort any picture taken.

Is the tempered glass edge to edge?

There is a small round the edges that isn't covered, not fully edge to edge but covers all the visible area and more on an ipad air 4
