Does this appear shiny/slippy as it’s made of polyester?

It doesn’t look shiny and yes it is waterproof. I bought this table cloth a year ago, it washes well and looks good.

Can this be cut to size please?

It’s a non-fraying fabric, similar weight to a good quality shower curtain, so there’s no reason why you shouldn’t be able to cut it to size, though you will lose the finished hems on the sides that you cut.
