Is this strictly a spray paint , or can it be brushed?

Well I suppose you could brush it but it already comes already thinned for airbrush.

Will this shine like chrome ?

For best results, start with the Alclad gloss black primer and then use the Alclad chrome and other metallic lacquers. The chrome especially needs to be sealed with Aqua Gloss or other clear varnish.
