Any suggestions pls - (sep/oct)toddler wears this on top of a thin cotton sleeveless shirt to daycare. is this enough/need fleece overcoat ?

I would think it’s dependent on the temperature and weather conditions. It is a warm shirt and is usually fine inside even if it’s cold outdoors.

where is this imported from?

arter's clothing is manufactured overseas, and the bulk of their clothing is manufactured in Cambodia, China, Vietnam, and Bangladesh, all countries that experience problems with polluting factories and poor labor conditions for many workers.—I googled this answer.
