I belive it is 12x10x4 as stated. I could take an actual measurement to confirm

No tabs. It does have fastener holes pre-fabbed into each inside corner for mounting from the inside.

What is the dimensions of the interior backplain mounting holes?

The mounting holes are as close to the edge of the box as can be molded. If you visualize the access cover screws (plastic) on the top, the same locations of the back mounting screws exist on the bottom.

Does the 10" x 8" x 4" box has the plastic hinges like the 12" x 8" x 4" ?

As I recall, it does not have plastic hinges, it uses the 4 screws to secure the top to the base.
