Does this card come with the required adapter cables or do I need to buy those separately?

Can 4 sas & 4 sata drives be connected? i realize different cables will be needed... if yes, will doing so limit the speed of the sas drives?

Yes, you can connect 4 sas & 4 sata drives to it. It has 2 connectors so you can safely connect all the SAS drives to one connector and the SATA drives to the other.
