Can this be cut for custom sizing needs? If so, what's the best tool to use? (Snips, Dremel, scissors, etc..)

The pad can probably be cut for custom sizing needs, but it is a somewhat thick pad. For a clean cut, I would imagine a cutting agent of significant size is needed. I didn't have to cut them; they served the perfect purpose as is.

Would this product work under a hot tub on a deck? I'm concerned about the weight, especially the uneven distribution of weight in a hot tub.

It would probably work fine under a hot tub. It is a just a super-dense rubberized mat. It has the consistency of a door mat--but it much thicker and even denser. So it can take quite a bit of weight and pressure.

would it be possible to roll my refridgerator on top of it? Need to reduce vibration

If you want to prevent the rollers under the refrigerator from sliding, you need to place the rollers on the side of the mat that has a square lattice texture, which can prevent the rollers from sliding.

I have a Costway mini washer/dryer combo, and it vibrates the entire downstairs apartment when I use it. Will this pad stop that from happening?

We have an LG washer/dryer combo in a townhouse, which did the same thing. This anti-vibration pad, coupled with individual anti-vibration "feet" helped immensely, but didn't completely eliminate the shaking. Much, MUCH better, though.
