A: the one we ordered did not have a whistle

A: Technically it is washable, but it is not recommended you wash it in a machine. Stains should be hand treated with mild detergent, rinse well, and hang dry.

This backpack is perfect for me as a college student. I use it every day and even take it on trips since it is so easy to store my laptop and tablet and have confidence that it will be safe. It is also big enough to fit a few pairs of clothes or other things in it. It is also super comfortable. The only complaint that I would have is the clip on the front of my backpack broke very easily so if that was stronger it would be so much better.
