too bad they don't come without the locks-

Can't recommend
This was purchased for a community pool restroom after a remodel. It's not as good as the one it replaced. It holds two rolls but the second roll is awkward and sometimes hangs up.

Purchase came with no screws or a Manuel , I wasn’t happy about that ! Only one key as well !
