May I ask if it is normal that every time after rinse my nose, it turned very congested. Thanks.

Actually, the saline is hypertonic with a high salt concentration relative to tissue. So water moves out of the tissue and dries out the nasal mucous membrane. The initial really dry period, which actually feels like congestion, can sometimes be somewhat uncomfortable, but a simple isotonic saline nasal spray will really help this a lot.

How do you warm your distilled water for this?

Microwave. I put the mix of distilled water and the packet in for about 20 to 25 seconds. Experiment until you find a comfortable temperature

Do i need to wash the bottle with dishwashing soap before using the bottle for the first time?

Dishwashing Soap I wouldn't recommend because of the chemicals in DIsh soap can irritate the nose. I would use an anti Bacterial soap or saline solution anything that cleans bacteria and used in sensitive areas of skin
