They’re not too soaked and they are definitely not dry. They work amazing by getting all the feces off from their cage and cleaning up with everything and they work nice and easy. It’s like magic in a wipe. I will definitely be re-buying these packaging looks exactly like the photo absolutely no issues. Wipes are nice and big and they can be reusable. I love these! Honestly, it is really not bad for the price.
