It turns completely off with a click. **Q: what maximum current it can provide at lowest volatge 3V?** A: I'm not sure the max on the current. We are using it at 3.6V around 2 amps. It is rated at 5A but we have not loaded it to that level. Note: We were not able to adjust it below 3.6V. I have 3 of them and none would go below 3.6V. That was okay for our application and they seem to be stable. **Q: Is the connector negative or positive tip?** A: The center conductor is positive. The outer shell is negative.
