Not that I have seen. They are both competent erasures.

Is it an eraser that erases writing or does it only catch the dust?

The 'dust' created while you are erasing sticks to the eraser and doesn't go all over your paper. It's a great eraser!

what is the difference between this and the tombow sand eraser?

The sand eraser is pretty rough and whatever it removes accumulates on the page. The 'dust' catch eraser doesn't leave any debris on the surface. Whatever it removes accumulates on the part of the eraser you are using. You just 'flick' it off as you erase or after you're done.

Does this erase colored pencil?

Yes! Mine does great on my caran d ache and prismacolor colored pencils. I truly love this eraser, it is my favorite, and will continue to be a life long purchaser and user.
