Yes it does I upgraded from my note 10 to s21 and I use them on my s21 because they stop providing headphones so you can purchase wireless buds

They are not. These are counterfeit headphones. They show the Samsung logo and the AKG brand, but manufactured and sold by ElloGear. It's even called the ElloGear 2020 ... These are obvious counterfeits and Amazon should do a better job keeping this kind of shady stuff off of their platform.

Why dont they wont on my windows pc with usb-c connection port? they work perfectly on my android (samsubg galaxy s9+) phone.

Right click the sound icon in the right hand corner of the bottom bar. While the headphones plugged in, there should be a tab called "Spatial Sound". Click it, then enable Windows Sonic for Headphones. I hope this fixes your issue.
