If you run the fan on stock 5V you will hear it. I am running it on 3V and it's quieter with core temps at 32' C (no load).

How many Pi4s will this fit? It looks like there could be enough room for 8.

There's a 4 layer and an 8 layer, 4 holds 4, 8 holds 8. I bought the 8 layer and used 4 for the pis and 4 for ssd drives. Keeps everything really cool under heaby loads.

can you turn off the LED?

Yes. It comes with two pairs of wires. Power and ground for the fan. Power and ground for the LED. Just plug in what you want.

I am looking to mount two pi 4s with the ice tower coolers. is that possible, one on the bottom, one on the top?

If you take out shelving that might work. The bar on top might also need to be removed.
