is this wire suitable to wire led downlight transformers to mains lighting

This cable is fine for wring the LED driver to the LEDs but not for wiring the driver to the mains supply. For that application it needs to rated for 240VAC and double insulated. Incidentally, the voltage stated in the specification doesn’t state AC or DC. If it stated 300VAC it would withstand the voltage but fail on the double insulation. At the risk of telling you something you already know, 240VAC is an alternating voltage with a peak of 240 x 1.414 = 339V. The 240 in 240VAC is an RMS value defined like this: 240VAC has the same heating effect in a resistor as 240VDC but while the DC voltage stays constant at 240, the AC voltage alternates between +339 and -339. Apologies if you know all that already. Depending on the load, a suitable cable would be Merriway BHO1449 2-core Flat Flex 2192Y 0.5mm White.
