What are the overall outside dimensions of this drawer?

The mounting chassis outside dimensions are 19 1/32" wide x 17" deep from back to front edge of the frame to the chassis edge that aligns with the table top. The padded wrist-rest on the draw sticks out 3/4" more from the front of the chasis, and if mounted correctly, in front of the table top.

Are you able to use a laptop from inside the drawer? I have been trying to find something I can work from ( like a keyboard shelf)

Yes, but the drawer is rather deep. I put a book int eh bottom of the drawer and it works fine. The wrist rest is padded and adequate as well. It has worked well for several years now.
