Is the disk that fits under the lid supposed to come loose?

Have had one for years, old style nearly indestructible. It has a thin plastic disc that goes in the bottom, never had any material break or chip off. The inside of the top is slotted so they fit together by turning. Made this way so you can clean the entire unit. If you try and work it without having it installed on the glass jar the inner portion of the top will pop out, it isn’t designed to do that for whatever reason you have in mind.

Question 2

When the blades go down, do they hit the glass?  i don't want to chop glass.  nor do i want to put the plastic piece on the bottom and chop plastic.
