How do we know the transformer is working properly. I tried to set the led suggested light but is not working?

Make sure you're only connecting to a simple switched mains supply, rather than one with a dimmer switch. If still not working, try CAREFULLY using a multimeter set to measure DC voltage in the appropriate range for 12v, placing the probes of the multimeter into the little holes in the lamp fitting that accept the pins of the led lamp.
