If you only have oculus quest, how can i get the oculus rift games to even try to get them on the quest with this cable? i'm new to oculus! lol.

This cable doesn’t allow you install the games to the Quest for standalone mode. It allows you to connect the Quest to a PC and play VR games that require higher graphics power on your PC. It basically turns the Quest into an Oculus Rift. This way you can play both standalone and PC VR games.

Is this cable proprietary, or does it follow the official usb type-c standards?

If you use this with the quest, can you play steam vr games?

Yes but you will also have to download Steam VR and Oculus software.

Can you please explain what is a usb c fiber optic cable? did i miss a technology that charges over fiber?

A fiber optic cable is used because it can supports a 5 Gbps bandwidth over the 16 foot cable length. An electrical to optical transducer (LED?) converts the electrical signal to an optical signal. The optical fiber has a very wide bandwidth. The optical signal is recovered as an electrical signal by using a photodetector and amplifier. The copper cable which is co-located with the fiber optic cable is used to provide DC power to the Quest 2. I bought a cheaper, so called "USB C" cable that was claimed to support 5 Gbps but, as tested with my Meta Quest 2 and a gaming PC, could only support 368 Mbps data transfers. I am returning the cheaper cable to Amazon. Let the buyer beware!
