Does this come with the roof racks, or does that need to be purchased seperately? (Does this come with everything for use out of the box?)

It comes with clamps to secure it to the cross bars on your car's factory roof rack or a roof rack you add to your car. It also comes with a cargo net.

Anybody know the inside dimensions? the stated 44" x 39" size is probably the outer dimensions. the inner dimensions may be 2+ inches less.

What is the impact on gas mileage (I have Jeep rack on other vehicle and it really dropped MPG), and is there added road noise? Thanks

Gas mileage can't be much..not a concern. .slight road noise..sounds like the window is open slightly

How does one get a bike on this, what parts are people using?

You need to have a roof mount bike rack that requires cross bars. The LoadWarior front and rear edge bars act as cross bars of a roof rack so you can attach something like a Yakima ForkLift bike rack (Yakima Part no. 8002098) or really any roof mountable bike rack. Hope this helps.
