Can they keyboard and mouse be used (paired to a computer) without the USB receiver?

No. The USB receiver is needed to pair them together.

Are the two mouse buttons on the side programable? I'm looking to make them copy and past shortcuts.

I don't think they are programmable - they just provide Forward and Back thumb-operated buttons for web surfing. There is no software provided with this mouse. The only options there appear to be are those provided by Windows 10 - you can change pointer size, and primary button (left or right click), but no options to change the side buttons. It may be possible to do this with some 3rd party mouse software (like Logitech, etc.).

Does anyone else notice the mouse pointer skipping all over the screen?

I had to go into setting an adjust the speed of the mouse so it didn’t skip around on the screen
