Yes, safe for engines. As someone else said just stay away from sensors and air intake. I have used it on my airplane to remove anything from bugs and greasy hand prints to belly oil. It's works great.

When cleaning tires do you mix it with water?

I wouldn’t mix it with water. I haven’t tried it on tires, but I’m sure it would be fine. I use it to remove oil from the belly of an airplane. So, it is safe for aluminum aircraft skin, as is. Tires, full strength.
