Weber puts so much sugar in their spices, I'm hesitant to buy anything that just says "spices" like this bottle says. Does it taste sweet?

Its a nice spice that has a balanced taste of hot and sweet. I would say yes.

Is this hot and spicy?

It is delicious. Not too hot and not too spicy. If you prefer you can add more, I only use a light sprinkle on some meats but add more seasoning to others, like fish & chicken. It does not burn your mouth, very nice blend
