Well, American Airlines states on its website that allowable carry on size is 22x14x9. This bag is 21x14x9. The Travelon site describes this case as "meets carry-on size restrictions for most domestic airlines." Based on that, I would say yes, it does. You should probably double check with the airline, if not comfortable. Hope this helps!
