You cannot charge the Game Boy Advance. You just put in new batteries. There is the Game Boy Advance SP which is rechargeable (and has a light).

I have a strange question. do you know what plastic the gba is made out of?

I couldn't tell you what exactly the plastic is, but it is a very thick and sturdy plastic. It takes a big drop for scratches to show up too.
