I would say yes that is a best if used by date. Would it be awful to eat after that date? I don't really know. I use this product as marmalade on my toast. It is a preserve like other jams etc. I checked the other jams in my cupboards and they all have best if used by dates on them.

the lid is not opening or turning. how do i open it?

I had the same problem. Eventually I had someone open it for me but it wasn’t easy. Bang the lid and use one of those jar opener things.
