Estimated number of drops to 8oz. of water?

Capella recommends 1 drop per ounce. For some flavors I use a few drops more, for some a few drops less. Hope that helps.

Can this be put in water ?

Yes. Exactly what I use it for.

I’m looking for very sour to add to vape juices. Is this sour?

No and it wouldn't work in a vape is concentrated like food coloring and requires water or similar fluid to make usable
