The description says: “Both sides have the same degree of sheen” I saw a few comments that it is double sided. I can’t remember what color I purchased, but it’s good ribbon.

Is the Gold a true gold or yellow/mustard gold?

It’s a true matte satin antique gold. Not mustard.

Is this ribbon waterproof? Can it be used to wrap around the base of one of the tiers of a wedding cake? Will the cake frosting seep through?

Satin ribbon in-general is not necessarily water proof. If you put water on it it will get darker. Icing when firmed up should not transfer to the ribbon. You should test a piece next to icing if needed. If you are looking for plastic-floral ribbon that is a different look not as professional that would be waterproof and is not this ribbon. This double sided satin ribbon should be fine on a cake.
