Do panel only work on flat surface?

They are designed to work on a firm flat surface like concrete but as a flood barrier provider, we regularly have to transition this product accross a variety of surfaces like grass or undulating terrain. This is easy to do by simply covering it it with a sheet of plastic. If you go to You Tube and search 'NOAQ Boxwall flood barrier demonstration on poor surfaces with plastic sheeting' you will see an example.

Is the price for one 3 ft panel, working out to $60 per foot for protection?

Yes, that is delivered. Because of the dimensions of a single panel of the NOAQ Boxwall is greater than what standard UPS and USPS deliveries allow, it must sit on a pallet. For this outlet, shipping is priced for 'a few' units to break even. Greater quantities, like a full pallet can/will get less expensive if purchased that way.

what is the price break for a ful pallet n(26) you mention that a full pallet would be less expensive. I'm in Oregon?

There is an outlet for this product in Boise that sells by the pallet. There is currently not an Amazon listing 'per pallet' for this product which is discounted.
