How do i turn it on

Once you close the lid. The button says vacuum / seal, you can push it or push the button in the center to just seal.

How does it handle a roll of bags? Can you cut them to size in the machine, or do you have to do it manually?

This machine is very basic. Does not hold rolls, does not have a cutter. Cut bags to length any way you want. Seal one end, fill bag, seal other end. seal and vacuum systems work very well.

Whats the maximum size bag it can seal

The heating element is 12" wide but the surface where the bag goes while being sealed is flat so you aren't limited to bag size. You could do a 5' wide bag if you wanted to. I always double seal at the very least. Make sure the edge of the bag being sealed is clean, grease free and dry. If I do a BIG piece of meat, I like using a roll so I can cut the bag a few inches long so I can create a cuff then I put the meat in, unfold the cuff then seal. I always preheat the water on the stove then pour it into my S.V. tub. I cover the top then wrap towels it to retain heat. that will prolong the life of the circulators. My oldest one is 5 yrs old and still works great. It's longest cook was 48 hours.

I was sent this product as a gift. embarased to tell gifter but  vacuum dosn't work. the sealer does. wanted it so much. can it be replaced?

I was about to return mine for the same reason and then I watched a video of someone using it. To make the vacuum work you need to press down hard enough on the top to make it click & lock. Then the vacuum and seal button will work. 
The two buttons on either side are to unlock the top when it completes.

Step 1: Line up the open end of the bag inside the vacuum chamber. There are two plastic tabs to align your bag with so it doesn't slide past the vacuum chamber.
Step 2: Press down on both sides until you hear a click. The lid should lock on the bag. You would think it couldn't vacuum the bag with so much pressure on it but it does.
Step 3: Press the first button to both vacuum and seal the bag.
Step 4: Press the two buttons on either side to unlock the top and release the bag.
