Are these banners difficult to assemble?

Not at all, they come rolled up and there’s no assembly it’s just a line with flags worked perfectly for me.

The flags are single side printed.

Can these pennant banners be cut to different lengths?

Yes, they were cut into four flags to decorate my BBQ party.
