Is this fully synthetic atf? is the title accurate?

If your car calls for Toyota T-IV, JWS3309, GM (GM T-IV), or Volvo equivalent, this is what you want. No it's not fully synthetic and has mineral oils in it per my past research. However, Mobil is an outstanding refiner and if you need this, this is what to get. I have been using it in several different Lexus, Toyota, GM and Volvo vehicles since c.~2005. Any time I have substituted other fluids, like MaxLife Full Synthetic, Mag1 (full syn), or others, performance has suffered. The viscosity and additive package in this fluid is not matched by any other "multivehicle" fluid, mineral or synthetic.

Does this also meet toyota ws specs?

Yes this is ATF Type T-IV Automatic Transmission Fluid its the same as if you buy the Toyota brand or ATF-0T4 Genuine AISIN Premium Automatic Transmission Fluid

Will this work with a 04 Saab 9-3??

I don't know. This oil was specifically directed for use in the Suzuki. Do not know about SAAB. I suggest finding a SAAB website or looking up the specifications for what component on the vehicle (trans., rear end etc.) you wish to re- oil. Good Luck!
