Do these work on colored pencils

They will work as well as other white plastic erasers. Depending on the color, they will remove more or lesser amounts of the color. I use only Prismacolor soft core pencils, which are wax based. You will not get back to white paper after applying colored pencils with any eraser I know of.

Will this work on chalk boards and chalk? What's the eraser made out of?

These erasers are made for erasing pencil... graphite, charcoal, colored... Technically, it will 'work' on chalk and chalkboards (tried it on mine to see) but it isn't suited for them.The erasers are very tiny, about the size of a pencil lead - and the holder is designed like a pen. The eraser itself is a white plastic eraser material

what is the outside round tubing made of?

It appears to be aluminum but I think it's a high quality plastic. These are great! You can't go wrong with these!

what size lead is used? H, HB, B?

It doesn’t use lead. It is an eraser, and it comes with the erasers.
