Could this be used for day basking heat lamp to go off and then a night heat bulb to then come on . Like a timer ??

The ITC-308 model doesnt have timer. Inkbird ITC-306T heating temp controller is recommended. It can be set to two different temperatures with its dual function timing cycle for 24 hours from the day and night.

Question 2

What's the difference between this model and the ITC-308, is it just that the temperature probe is detachable or are there other differences?

I think you’ve got that right, I may be wrong but the only difference that I’m aware of is the unpluggable sensor probe lead. A definitive answer might be got from contacting Inkbird direct from their website. I’ve had mine in continuous operation for the last 2 months (controlling a fermentation fridge) and it’s behaved itself admirably. The detachable probe made installation a little easier and I suppose if the probe ever failed it could be easily replaced.

Will this work with 3kw fan heater?

The description says "Max 10A", which would be equivalent to 2.4kw maximum @240v. Therefore 3kw would be over the limit.

Does this actually cool aquarium water in hot weather

I use this exact model on my 6 foot marine aquarium.  It does not cool or heat any water.  You plug your heater/s into the heating socket.  You then adjust the digital control to the required temperature you want in the aquarium.  When the thermostat reaches the required temperature It turns on and off as required to ensure the temperature remains stable. The Cooling plug socket is where you would plug in a chiller unit or fans (if required).  This works in a similar way as the heating socket.  When the temperature rises above your selected level, it would run the chiller/fans.  The thermostat would then run the heaters and chiller as and when required
