What material are the bolts made from?

Hello sir, the material of the screws of this bracket is stainless steel.

Would two of these, mounted in tandem with metal plate bolted between them, be of sufficient strength to support one forward mounted foot peg?

Personally, I have doubts these would work well for your application. I have issues with them having a tendency to rotate on the bar they are mounted to when only moderate pressure is applied (and I only have very light weight lights mounted). In my case, when I attempted to tighten the clamps enough to eliminate the slipping it stripped the threads in the mount. They are actually pretty soft aluminum that allows them to strip out quite easily.

I ordered and received but the kit is missing 1 hex bolt, can i get a replacement?

I had to contact a fastener company or a motorized bicycle or motorcycle shop/mechanic and Ace Hardware doesn't carry these kinds of fasteners and noone has any for .13 cents anywhere anyways .

True or false: the socket head screws are m8/1.25 pitch (i.e., m8 coarse thread). how long are these screws? do the female threads suck?

I believe they are M6 coarse thread. The female threads are good if you screw them once and never unscrew them again. Otherwise, yes, the thread is not top-notch and the female thread will be definitely be worn to the point of not being able to use it again. But once secured, they will not loosen.
