Can this be used under a desk with the arm rail folded down?

No, I believe the arm rail must be raised for safety reasons.

Is this machine low impact on my knees and ankles ? Does it have a good bounce ?

I have had my machine for over 2 months now and use it everyday I have rheumatoid arthritis so I would guess this is a low-impact machine I ran it on a very speed and I am able to work out for 25 to 30 minutes. As I said before I absolutely love this machine it doesn't take up a lot of space it's easy to move around it works wonderful

The belt is leaning to one side.What should I do?

There is a tool that was included with your treadmill. This is to be used for belt adjustment - the directions for adjusting the belt are in the booklet that was also included with you treadmill. Basically - you use the tool at the rear end of the treadmill while it is running on low speed. Just do small adjustments until the belt is running straight.

When you fold the bars down, can you still use it under a desk? (asking anyone who has the treadmill and knows for sure). Thanks!

I would not recommend as the control is at the top middle area of the bar. You wouldn't be able to control the treadmill while using it as the controls would be behind you near the ground.
