I have a replacement a/c power adapter that fits in the OEM socket, but is loose. Will this fit a round tip?

It does fit a round tip but whether or not this actual adapter will fit your model laptop is what you should concern yourself with. Also if your jack is just loose try taking her apart and doing a quick solder job. Check to make sure all soldering points are secure and check for corrosion. A simple resolder could be all you need. Why buy something you can fix yourself? I advise you to make sure it's the charging base that's bad. Check your laptop adapter itself to make sure it's not a simple cable replacement and Also check your outlets to ensure its not just a bad outlet that you are trying to plug into...sometimes the simplest things we overlook...Good luck

where do i find the part number on my power jack board?

i believe the number is on the jack itself

round jack or octagonal jack?

Octagonal jack. This is specific to any Dell Inspiron and some Latitude models that use this configuration.
