No,it's just wrapped in cellophane.

Does this tape contain lead?

The 3M regulatory data sheet for this product says that lead is not intentionally added. I don't think I can post the link for the document but if you search for 3M Regulatory Data Sheet Scotch Vinyl Electrical Tape you should be able to find it.
