Q: can I operate 48v DC motor by this?

Yes. You can operate DC Motor using this power supply. I have checked normal operation upto 8A.

Q: What is min voltage and max voltage output by using adjustment

Factory settings is just over 24v, for voltage sensitive application. Max can go at 28v. It's just mimicking the typical battery functionality. Not like presets that you are expecting. I used this to kick off my MPPT charge controller for 24v to 12v application to double the current.
