It comes with everything you need to connect to the xbox. Can't remember if kinect-xbox connection is made using usb and i'm not at home now.But again, everything you need to connect kinect with your xbox console is there.

does this mean i dont need hand held controllers?

Yes, you will need a hand held controller. The Kinect is for Kinect games only, and do not require a controller, but if you are going to play other games that is not Kinect games you will need the controllers.

This items comes with the power supply cable for the old console?

It had both the traditional Kinect-to-Xbox 360 cable and an additional PC adapter.
