Once cut, is the excess completely unuseable

I build LED tape in to television sets as in breakfast news rooms and the like. The point you can cut the tape is across copper tabs which is for sizing and can allow reconnection, in our case by soldering 3/4/5 way cable between two copper tabs. You can often use little push on connectors as well although I would say this is a tidier though potentially less reliable way of doing it. Soldering can be tricky with some LED tape when it has a rubber coating giving it a high IP rating (dust and water) but even that can be cut back and soldered though it doesn't look like this is rubber coated. Tape can generally not be powered from one end and exceed 5m in length. Only do so if the manufacturer specifically says it can be done.

If i purchase 2 strips and set them up in one room will they work as one with the remote or Google or will they work independently ?

Yes you can group them together in the app or in the Alexa app or google home app.

Hello, can this be connected with the philips hue hub, and then the razer chroma application on windows 10?

No, it is not compatible with Hue.
