I bought this jack plate but the instrument jack it smaller and won’t thread into plate. Why?

As stated in the item description, this jackplate is intended for use with a US Spec Swichcraft jack. If your jack is "too small", it is likely that your guitar is an import with a metric jack (or the jack was replaced with a metric jack at some point). US Spec jacks (Switchcraft, PureTone, etc..) have a 3/8 inch 32 thread per inch thread, and metric jacks are typically 9mm (smaller than 3/8). Your best solution is to replace the inferior metric jack with a quality US Spec jack. Thanks for asking.

does it just screw on to the jack?

No ,it screws onto the guitar ...the jack screws,or bolts to the socket....it's much more solid and I put them on all my teles 5
