Is it only for water? Or can you put a little bit of breast milk or formula in it

It doesn’t dispense any liquids to the baby. It’s only ment for cooling or warming effect. Water is recommended, But I suppose if you wanted to put breast milk it it you could.

Is this an orthodontic pacifier?

I’m not sure. This is really more a teething toy than anything.
