Does this come in a safety sealed package?

I don't believe it was safety sealed.

If you use an eyelash curler after applying the mascara and letting it dry, are the lashes stuck together or are they still nicely separated?

I guess it depends on how you apply it. I never apply my mascara "goopy" and my lashes never stick together. The mascara dissolves very quickly in water and you can clean the brush if you notices that your mascara is getting goopy or clumpy on the brush. I LOVE this mascara. It never smudges. It is especially great if you wear contacts!

Does this come with a thin bristle brush (lash seperating)?

It is just a regular brush but i have to say this works better than any mascara I have ever used. I don't think I'll ever buy a different brand.
