Would this clip work on putter shaft that is same size and not tapered from grip to putter head?

Only if diameter of shaft fits in slot, then it would slide down to handle. It would rest on handle theoretically, but could still pop out on a bump in cart. But works better with tapered shaft. No guarantees. I love it, I used to break the hard plastic ones. This is very durable.

Will this scratch the putter shaft?

Work with long putter?

I have no experience with a long putter but I would say yes since the holder keeps the putter along the outside of the golf bag. It depends on the shaft of the putter having a thin portion near the putter head and a wider part near the top of the putter.
