According to Rit themselves they state it does but i have never tried myself i use it to dye feathers for my millinery business

Put in pan of hot water include some vinegar and add clothes keep pan on cooker and let clothes deep make sure you stir. Full intructions included with item.

Would this cover a hair bleach mark???

This dye will disguise a bleach mark but not cover it completely as the surrounding fabric will also take up the dye. I hope this helps.
