I bought the 3DS itself in Korea, can I put this chip in and will it still work fine?

Ds games such as this, even on the region-locked 3ds, are suposed to be region-free so I wouldn't imagine that the game wouldn't work on the 3ds fine. I play the game on my 3ds and it runs with precision so yes I do believe it should work just fine.

Would this be suitable for a 4 year old? Any other game suggestions for this age? The options seem pretty slim!

No. This is a fun game, but I would recommend it for age 10+. The puzzles is the game are what we would consider riddles and brainteasers. They're very tricky more often than not. I would suggest something like Olaf's Quest (from Frozen) or an I Spy game that they make for the ds or 3ds. If you want something simpler than that I would suggest something similar to Tetris or a matching game for the ds.
