What is the best stand, or type of stand, to put this unique shape on in a safe and effective way?

There isn't really a perfect stand, but what I found quite appealing is the cheap bookshelf from Ikea. Get a darker color trim, like gloss black or bamboo brown like I have for the front door. It's going to be about $100 total but it's good because you can keep the fish food, equipment, etc. inside. Mind you, you will be skeptical about the weight of the water and tank possibly crashing down but it's going to be fine. Or, if you actually have the time to, measure the base stand, then finding a stand that matches or just a tad bigger than the base.. The glass will hang over the edge giving it a floating look and will be more attractive. Best to not be around kids or large dogs though. There's so many options. For a better idea, step into a PetCo, PetSmart, etc. and ask someone to show you set ups. Good luck!

For the 12 gallon version, can a cat sit on this without breaking the lid? Is it tippable?

Yes, I have two 12gal tanks and one cat.... she loves to get all over them. One came cracked on top and I was scared for her to sit on it but its been over a year without any issues.

can you remove the base? and does the whole top come off?

This is a rectangular shaped glass tank with only one access hole in the top - 7" x 5" in size. It's not real easy to clean but can be accomplished. I can just about get my arm, up to the elbow inside to clean the sides of the tank. Make sure you remove some of the water or it will spill out everywhere. The tank can be removed if so desired to change your aquarium gravel and clean as desired. Make sure not to use any type of soap or detergent when cleaning. Any remnants of such will kill your fish. You probably already know this. The top cover is removable and the light above the opening folds back. The bottom piece the tank sits on is detachable from the back plastic piece the cords, air hoses and filter system fits and sits in. Hope this helps.
