Will this seal a hairline crack on a leaking cement above-garage patio?

It certainly will. However, ElastiPoxy is quite thick. You should chase the crack to a depth of roughly 1/2inch and then pour the epoxy in. You should also take a look at our CrackWeld Concrete Floor Repair Kit. It uses a quick curing 2-component urethane that is very low in viscosity. Can I use this if I am just getting seepage at the cove joint? There is no visible crack.

Not sure what you want to seal if there is no crack, but the product is easy to apply. I used a syringe and applied it to the crack between my basement wall and floor.

Can I grind it after curing?

Yes, you can grind or sand it down smooth after the product has fully cured.
